The image I used was also created by me, using tubes I created from non-copyrighted images. You may use this image for this tutorial and you can get it here. Right click and save to your hard drive.

I tested this in PSP7 and PSP8 and it works in both.

What you will need for this tutorial:

Paint Shop Pro (Trial Version)
FM Tile Tools (Trial Version)
DSB Flux
Filter Factory E
Download these filters into your plug-in folder in Paint Shop Pro

Step 1:
Bring your image into PSP, duplicate by using (Shift + D) or Windows--Duplicate. Close your original and we will work on the copy.
I suggest resizing the image to about 350 on the longest side by going to Image--Resize. Click on pixels and be sure to check maintain ratio.
Effects--Sharpen--Sharpen(PSP7) or Adjust--Sharpen--Sharpen(PSP8)

Step 2:
Choose a color from your image for the foreground color. I will refer to this as the light color. Choose a second color from the same family for the background color. I will refer to this as the dark color.
Go to Images--Add Borders--Symmetrical (which will be used throughout this tutorial) checked with 10 as the value.
Select this border with your magic wand, tolerance and feather set at 0.
Go to Effects--Textures--Blinds with these values:
Width=5, Opacity=44, horizontal=unchecked, color=black#000000 or the lighter of your colors.

Still selected go to Effects--Plug-Ins--FM Tile Tools--Blend Emboss and apply the default settings.
Keep selected. Go to Effects--3D Effects--Inner Bevel with these settings:
Shape=pie, Width=5, Smoothness=40, Depth=2, Ambience=0, Shininess=10, color=white, Angle=315, Intensity=67, Elevation=21. Deselect by going to Selections--Selections none.

Step 3:
Add a border of 1 using black as your background color. Switch your foreground and background colors using the little arrow between the two and add a border of 2 as before. Switch your colors back so your background is the darker color.
Add a border of 15 and select with your magic wand. Go to Effects--Plug-Ins--DSB Flux--Center Mirror. Set as below: Mirrors 5, Rotation 207.

Repeat the DSBFlux plugin by going to Edit--repeat dsb flux or going to Effects--Plug-Ins, etc. Keep selected and go to Effects--Textures--Blinds using the same settings as before.
Still selected go to Effects--Plug-Ins--FM Tile Tools--Blend Emboss and apply the default settings.

Step 4:
Add a border of 1 in black, then a border of 2 with the light color. Add a border of 20 with the dark color and select with the magic wand.
Effects--Plug-Ins--Filter Factory E--Gradient/Spokes Ratio Maker. Slide it up to 118 and apply. Keep selected and apply the blinds texture and the inner bevel as before. Still selected apply the FM Tile Tools Blend Emboss. Deselect.

Step 5:
Repeat Step 3 but change the width of your final border to 20.

Step 6:
Add border of 1 in black and border of 2 in light color.

Step 7:
Now for the fun part. I did not have you add a cutout to the picture as we are going to save this as a frame. First we need to promote the background to a layer. Do this by going to your layer palette, right click on the background and choose promote to layer. Go to Selections--Select All. Selections--Modify--Contract by 77. (This may take a few seconds for the it to take effect.) Now hit delete on your keyboard. You should now have a frame with a transparent part in the middle.

Step 8:
In PSP8, go to file--export--picture frame and it will save to your frames folder. You can check it by bringing in your original image and adding the frame to it. (I would suggest using outside the image.)
